OnLook Module: BEAD Funding Data

The BEAD Module is an add-on to OnLook’s Platinum Data Package. Users must subscribe to the Platinum Package and can purchase the BEAD Module by state.

Platinum includes the following data insights per each Hex-9 geography across the US:

Broadband Serviceable Location Information: Includes the total count of both Active and Broadband Serviceable Locations. Active Locations represents the count of ALL locations within the hex cell that have been determined to be broadband serviceable – a structure where broadband service can be installed. Broadband Serviceable Locations (BSLs) represent the count of BSLs within the hex cell that are eligible by the federal definition of a Broadband Serviceable Location. 

Cost model: The Fiber Network Investment & NPV Analysis and Fixed Wireless Investment per each Broadband Serviceable Location for a greenfield network build. 

Market Share: Estimate of the projected market share that a new fiber entrant will experience with residential and non-residential customers in the area. The rate takes into account the level and type of competition.

Service Availability: Includes the carriers, technology, and how many locations a carrier reports into the Broadband Data Collection.

Federal Funding Summary: Where federal funding has been awarded and indicates which Federal subsidy program(s) and recipient(s) of grant awards based on data from the FCC’s Broadband Funding Map. Programs examined: Rural Broadband Experiments, NTIA Broadband Infrastructure Program (BIP), USDA programs, Connect America Fund II (CAF II – Auction 903), or Rural Digital Opportunity Fund (RODF – Auction 904).

Building Statistics: The mean height of the structures and mean roof shape. Average across the entire selected set of hex cells weighted by the number of active locations in each cell.

Demographics: Median Income, Household Size, and Education-levels.

Includes the State’s NTIA approved BEAD-Eligible Broadband Serviceable Locations: Served, Underserved, and Unserved locations.  The Underserved and Unserved are the locations eligible for BEAD funding.

The Fiber Investment data provides the investment to acquire, engineer and install a new GPON fiber access network. Does not include investment for labor or materials at customer premises. Total costs are shown for all BEAD eligible active locations within the selected set of hex cells, as well as totals costs for only the unserved BEAD eligible locations and only the underserved BEAD eligible locations.

The Fiber Network NPV of BEAD Locations provides the Net Present Value of a 20-year cash flow accounting for revenue, operating expense (network specific, non-network specific, customer operations, bad debt, and general administration), capital expenses (income tax and replacement capex), and initial capex with discount rate of 8.5 percent for a greenfield FTTP network to BEAD Locations. FTTP design assumes a carrier agnostic network.

Total costs are shown for all BEAD eligible active locations within the selected set of hex cells, as well as totals costs for only the unserved BEAD eligible locations and only the underserved BEAD eligible locations.

The Fixed Wireless Investment to BEAD Locations Provides the investment to acquire, engineer and install a new Fixed Wireless broadband network. Contains no investment for customer premise. Total costs are shown for all BEAD eligible active locations within the selected set of hex cells, as well as totals costs for only the unserved BEAD eligible locations and only the underserved BEAD eligible locations.
